FIFRA NOW: 8/03/2026 Layer One Industries, LLC dba Repel 360 Technologies Notice of Warning for Violations of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA) Case File No. FIFRA-04-2026-3980 The U.S. Environmental Protection Agency regulates the registration, distribution, sale, and use of pesticide products pursuant to the provisions of the Federal Insecticide, Fungicide, and Rodenticide Act (FIFRA or the Act), as amended, 7 U.S.C. 136 et seq. The EPA is issuing this Notice of Warning (NOW) to Layer One Industries, LLC dba Repel 360 Technologies (hereinafter Repel 360), pursuant to Section 14(a)(4) of FIFRA, 7 U.S.C. 136l(a)(4), which provides the EPA with the authority to issue a NOW. The EPA finds that Repel 360 violated FIFRA Section 12(a)(1)(A) by distributing or selling unregistered pesticides. On or around December 12, 2025, the EPA reviewed the Repel 360 website located at https://repel360.com/ and various subpages of the Repel 360 website (collectively, the Website ). During the review of the Website, the EPA observed that the products BedBug 360 Scented Repellent Balls, Mouse Tape, BedBug 360 AtrhroShield Box Spring Encasement, BedBug 360 AntrhoShield Mattress Encasement, Mouse Discs, Mouse Balls, Skeeter Beaters, and Squirrel Discs were being offered for sale on the Website Add-to-Cart buttons. Based on the claims and ingredients observed on the company's website, which is labeling, Repel 360's BedBug 360 Scented Repellent Balls, Mouse Tape, BedBug 360 ArthroShield Box Spring Encasement, and BedBug 360 ArthroShield Mattress Encasement which are being offered for sale via an add to cart button, fail to meet the minimum risk pesticide requirements as they contain active and/or inert ingredients which are not listed in Title 40 of the Code of Federal Regulations (C.F.R.) 152.25(f)(1) and/or 40 C.F.R. 152.25(f)(2). Based on a review of the Pesticide Product and Label system, Repel 360's BedBug 360 Scented Repellent Balls, Mouse Tape, BedBug 360 ArthroShield Box Spring Encasement, BedBug 360 ArthroShield Mattress Encasement, Mouse Discs, Mouse Balls, Skeeter Beaters, and Squirrel Discs are not pesticides registered with the EPA.
