IN REPLACING THE MAIN BURNER, EPA ALLEGES THAT HOLCIM VIOLATED SECTION 165(A) OF THECAA, 42 U.S.C. ? 7475(A) AND 40 C.F.R. ? 52.21, AND THE CORRESPONDING PROVISIONS OFTHE ALABAMA SIP, ALA. ADMIN. CODE R. 335-3-14-.04(8)?(17), BY FAILING TO UNDERGO PSDREVIEW FOR THE MAJOR MODIFICATION AND OBTAIN A PERMIT.
