PURSUANT TO 40 CFR SECTION 711.1(c) AND SECTION 15(3) OF TSCA, IT IS UNLAWFUL FOR ANY PERSON TO FAIL OR REFUSE TO SUBMIT INFORMATION REQUIRED UNDER THE CDR REGULATIONS. THEREFORE, THE EPA ALLEGES THAT RESPONDENT HAS VIOLATED 40 CFR SECTION 711.1(c) AND SECTION 15(3) OF TSCA.
