FEDERAL FACILITY COMPLIANCE AGREEMENT. This Federal Facility Compliance Agreement is to address noncompliance at Department of Interior schools under the Clean Water Act (CWA), the Emergency Preparedness and Community Right-to-Know Act (EPCRA), and the Toxic Substances Control Act (TSCA). DOI will implement an environmental compliance auditing program and an environmental management system (EMS), designed to improve environmental practices at all of its Bureau of Indian Education schools.
