EPA v. SANFORD GASIFICATION PLANT

Case summary

On March 27, 2008, the Middle District of Florida lodged a Consent Decree (CD) between EPA Region 4 and the Sanford PRP Group for the Sanford Gas Plant Site, in Sanford, Seminole County, Florida for Remedial Design/Remedial Action (RD/RA). The Sanford PRP Group consists of Florida Power Corporation, Atlanta Gas Company, Florida Power and Light Company, Florida Public Utilities Company and the City of Sanford. The scope of the remedy for OU 1 involves the removal of contaminated surface and subsurface soil. The remedy for OU 2 involves groundwater sampling and monitored natural attenuation of groundwater following removal of surface and subsurface soils implemented in OU 1. OU 3 will address sediments at the Site. The estimated cost of the remedy for OU 1 is $10,800,000.00 and the estimated cost of the remedy for OU 2 is $320,252.00. The estimated cost of the remedy for OU 3 is $ 1,400,000.00. Additionally, the Sanford PRP Group has reimbursed EPA for past costs in the amount of $442,000.00. On December 14, 2009 and in August 2010, The United States District Court for the Middle District of Florida entered Default Judgments and Orders for Aid in Access for parcels necessary to implement remedial action at the a Site. The RD/RA is currently underway and on schedule.
