UNDER EPA'S ENFORCEMENT POLICY FOR EPCRA VIOLATIONS, A GRAVITY-BASED PENALTY OF $424,000 COULD HAVE BEEN ASSESSED FOR THESE NON-REPORTING VIOLATIONS.
