This ROD is issued by the Navy, as the lead agency for all investigations and cleanup programs ongoing at MCRD Parris Island, and the U.S. EPA, with the concurrence of the SCDHEC. The Navy and U.S. EPA, with the concurrence of SCDHEC, selected the final remedy for OU 4, Site 45 and Site 32. The Marine Corps Recruit Depot Parris Island Operable Unit 4 Record of Decision was approved by the EPA with concurrence from the South Caroline Department of Health and Environmental Control. The ROD outlines the selected remedy that will be designed and constructed to address both soil (source material removal) and groundwater contamination. Contaminated soil will be excavated and disposed of at an off-site facility. The excavated areas will be backfilled with clean soil. Groundwater contamination will be addressed using a combination of remedial efforts that are dependent on the concentration of contaminants of concern. The higher concentrated groundwater plume will be addressed using in-situ chemical oxidation where in-situ enhanced bioremediation will address the lower concentrated groundwater plume.
