RESPONDENT VIOLATED THE NOTIFICATION REQUIREMENT OF CERCLA SECTION 103(a). RESPONDENT FAILED TO IMMEDIATELY REPORT THE RELEASE TO THE STATE EMERGENCY RESPONSE COMMISSION (SERC) AND TO THE LOCAL EMERGENCY PLANNING COMMITTEE (LEPC). IN VIOLATION OF EPCRA SECTION 304(a).
