EPA ASSERTS THAT QSI DID SUPPLY THIS DATA ON OCTOBER 24 AND DECEMBER 15, 2005, TO EPA AND WAS IN BUSINESS TO MANUFACTURE OR IMPORT ARCHITECTURAL COATING PRODUCTS IN MAY 2001.
