RESPONDENT IS IN VIOLATION OF SECTION 301(a) OF THE CWA BY CAUSING THE UNAUTHORIZED DEPOSITION OF DREDGED AND/OR FILL MATERIAL INTO JURISDICTIONAL WETLANDS AND OTHER WATERS OF THE U.S. THESE INCLUDE APPROX 5,900 LINEAR FEET OF UNNAMED TRIBUTARIES OF LAKE HARTWELL (TUGALOO RIVER ARM), AT THE CURRAHEE CLUB DEVELOPMENT WHICH IS LOCATED 7 MILES EAST OF TOCCOA, STEPHENS COUNTY, GA. THE VIOLATIONS OCCURED DURING THE FILLING, PIPING, AND IMPOUNDMENT OF STREAMS AND WETLANDS ASSOCIATED WITH CONSTRUCTION OF THE GOLF COURSE AND SUBDIVISION INFRASTRUCTURE
