AO issued 2/11/2003. Respondent violated the SDWA and the Interim Enhanced Surface Water Treatment Rule found at 40 CFR Part 141, Subpart F by failing to comply with the following: 40 CFR ? 141.73(a)(2) requires that the turbidity level of representative samples of filtered water (combined filter effluent) must at no time exceed 1 nephelometric turbidity unit (NTU); 40 CFR �� 141.175(b)(3) required the Authority to conduct a self assessment of filter number 5 within 14 days of the elevated filtered water turbidity which occurred on October 10, 2002. The assessment was not complete until November 25, 2002; 40 CFR �� 141.75(b)(4) required the Authority to complete a comprehensive performance evaluation and submit a repot no later than 90 days of the elevated filtered water turbidity from filter number 4 and filter number 5 which occurred on October 10, 2002. The comprehensive performance evaluation has not been complete
