'Administrative Order issued 9/25/2002. Failed to perform a hazardous waste determination for slag containing lead and chromium which is disposed of on the gound surface in the yard area and has the potential to fail the Toxicity Characteristic Leaching Procedure (TCLP test; illegal disposal of hazardous paint wastes, 3001 ignitability, D007 (chromium), F003 (xylene), according to the June 5, 2002, generagor profile and land disposal restriction. Respondent failed to make hazardous waste determination on four containers, three of which were open, located next to the pain shed on a pallet on the ground surface; failure to make a hazardous wate determination on numberous containers located under cover, but on the ground surgace, in the paint shed area; failure to make a hazardous waste determination on spent sand blast media located on the ground surface next the paint shed; failure to make a hazardous waste determination on spent refractory brick, which may contain chromium, diposed o on the ground surface in the yard area; failure to make a hazardous waste determination on a pile of unknown material on the western edge of the yar area, which contained visible metal, and; used oil violations which include releases of used oil to the ground surface.'
