In Valencia Park Apartment's response to EPA letter, Valencia Park Limited Partnership was identified as the operator of the property. The owner of Valencia Park Limited Partnership was identified as the Respondent. During the review of the May 2, 2002, response to EPA's information request, EPA identified that Respondent had failed to properly certify to the Administrator of EPA as required by 40 CFR, Section 82.162(a).'
