EPA v. PROVENTUS BIOSCIENCE
Final Order No Penalty
Case summary
On April 13, 2026, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection recommending refusal of admission for a misbranded pesticide imported through the Port of Harrisburg, Pennsylvania. The pesticide was being imported for research and development purposes, and the label did not contain complete and correct information as required by FIFRA. It is a violation of FIFRA to sell or distribute misbranded pesticides and pesticide devices within the USA. The importer must either export the pesticide out of the country or have it destroyed according to state and local regulations and provide documentation of the final action to Region 3. The Pennsylvania Department of Agriculture was copied on the NORA. This action supports the ?Powering the Great American Comeback initiative Pillar 1: Clean Air, Land, and Water for Every American
