On April 6, Region 3 issued two Notices of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of unregistered pesticides manufactured by Swiss Biocontrol Laboratories of France and imported through the UPS Philadelphia Hub in violation of FIFRA. The pesticides were found by a U.S. Customs and Border Protections Biological Threat Operations Specialist, who contacted ECAD about the suspected violative products. The Pennsylvania Department of Agriculture was copied on the NORAs.
