Region 3 Issues CAFO for RCRA Subtitle I Violations to Irfan Samma LLC for its UST Facility in Damascus, VA [EPA Docket No. RCRA-03-2026-0221]: On September 24, 2026, Region 3 filed a Consent Agreement and Final Order (CAFO), simultaneously commencing and concluding an administrative enforcement action, against Irfan Samma LLC for violations of RCRA I and the Virginia federally authorized underground storage tank (UST) program at the Stop N Save gas station and convenience store located at 21982 Jeb Stuart Highway, Damascus, Virginia 24236 (the Facility ). The violations alleged include failure to annually test automatic tank gauging system; failure to monitor Tanks 1, 3, and 4 for releases, at least every 30 days; failure to conduct adequate walkthrough inspections every 30 days; failure to conduct adequate walkthrough inspections annually; failure to inspect the impressed current cathodic protection system; failure to designate a Class C operator and have a Class C operator onsite; failure to train Class C operators; failure to conduct annual tests of the operation of the line leak detectors; and failure to conduct piping release detection. Violations such as these can potentially lead to hazardous waste entering the environment which can be harmful to both human health and the environment. Taking actions against such violations aligns with Pillar 1 of the Powering the Great American Comeback initiative. The settlement requires Irfan Samma LLC to certify that it is now in compliance with applicable UST requirements and to pay a $10,000.00 penalty. The EPA notified the Virginia Department of Environmental Quality in advance of this action, and the Department had no objections.
