Region 3 enters into an Expedited Settlement Agreement with the PA Department of Corrections for RCRA Subtitle I violations (PA) On September 24, the Regional Judicial Officer issued a Final Order accepting the Expedited Settlement Agreement to settle RCRA Subtitle I violations and violations of Pennsylvania's underground storage tank (UST) program by the PA Department of Corrections, as the tank operator, of USTs at the State Correctional Institution Coal Township facility located at 1 Kelley Drive, in Coal Township, Pennsylvania. Region 3?s RCRA Section of ECAD, in coordination with PADEP, was able to resolve the UST violations of failing to perform walkthrough inspections at least every 30 days, as well as failing to annually test the tank release detection at the facility and failing to continuously maintain corrosion protection on one of the USTs. The violations were discovered through an Off-Site Compliance Monitoring review that was initiated on February 5, 2026. The respondent has agreed to pay a $4,888 penalty and has returned to compliance with the violations. This enforcement activity furthers RCRAs purpose of promoting safe and effective handling and monitoring of USTs in furtherance of the Administrator's Pillar #1 of providing every American with access to clean air, land, and water.
