Case summary
On November 13, 2025, Region 3 issued a Unilateral Administrative Order (UAO) to Allegheny East Conference of Seventh Day Adventist public water system in Pennsylvania for failure to comply with the requirements of the Safe Drinking Water Acts ( SDWA ) Lead and Copper Rule Revisions ( LCRR ). Allegheny East Conference of Seventh Day Adventist failed to provide Tier 1 public notification within 24 hours of learning that they had a lead action level exceedance, as is required by LCRR. The EPA directly implements LCRR but has notified the Pennsylvania Department of Environmental Protection ( PADEP ) of this action. This enforcement action furthers Administrator Lee Zeldin's Pillar #1: Clean Air, Land, and Water for Every American.
