Such violations frustrate the implementation of regulatory programs designed to prevent releases of hazardous waste and substances, a goal of RCRA, and this enforcement action is in furtherance of Administrator Zeldin?s Pillar 1: Clean Air, Land, and Water for Every American. The EPA notified Pennsylvania in advance of this action, and Pennsylvania had no objections. Per the terms of the Consent Agreement, Leading Technologies, Inc. will pay a $53,220 civil penalty.
