Case summary

On June 1, 2026, EPA Region 3 entered into a Consent Agreement with, and issued a Final Order to, through the use of an Expedited Settlement Agreement (ESA) with Production Metal Finishers, Inc. ( PMF ) settling violations of RCRA Subtitle C. The facility in Richmond, VA is an industrial electroplater. During an on-site inspection, EPA determined that the Facility violated the hazardous waste regulations by failing to make hazardous waste determinations on several electroplating wastestreams (i.e., chrome dust/powder, chromium contaminated tape and rags, plating bath drippage). Additionally, the Facility failed to manage spent lamps in a manner that minimizes the possibility of breakage and a release of hazardous waste. Region 3 notified Virginia, which had no objections to this action. Per the terms of the ESA, PMF will pay a civil penalty of $6,250.00 and demonstrate compliance with regulatory requirements.
