Case summary
An administrative cost-recovery settlement under Section 122(h) of CERCLA (EPA Docket No. CERCLA-03-2026-0029CR) became effective on February 18, 2026, following a 30-day public-comment period. At the request of the Pennsylvania DEP, EPA's response activities focused on sampling in the Delaware River near several drinking-water intakes upstream and downstream of the facility, including the City of Philadelphia's Samuel S. Baxter Water Treatment Plant. EPA, DEP, and the U.S. Coast Guard (USCG) coordinated to plan sampling activities. The spill was in USCG jurisdiction, and the USCG was the lead Federal On-Scene Coordinator for this incident.
