Case summary
On December 2, 2025, EPA Region 3 entered into a Consent Agreement with, and issued a Final Order to, through the use of an Expedited Settlement Agreement (ESA) with University of Maryland. College Park settling violations of RCRA Subtitle C. The facility in College Park, Maryland is a state-owned, public university. During an on-site inspection, EPA determined that the Facility violated their RCRA-C hazardous waste storage permit and generator exempt hazardous waste requirements by: failing to create a complete contingency plan and provide it to local emergency response agencies, failing to conduct weekly inspections of hazardous waste storage areas, annual train employees, and proper label containers accumulating hazardous waste. Region 3 notified Maryland's Department of the Environment, which had no objections to this action. Per the terms of the ESA, University of Maryland will pay a civil penalty of $7,500 and has demonstrated compliance with regulatory requirements. This compliance monitoring activity furthers RCRA's purpose of promoting safe and effective handling, treatment, and disposal of Hazardous Waste in furtherance of the Administrator's Pillar #1 of providing every American with access to clean air, land, and water.
