Case summary
On September 29, 2025, Region 3 filed a Consent Agreement and Final Order (CAFO), simultaneously commencing and concluding an administrative enforcement action, against Dias Concrete Company for violations of RCRA I and the Virginia federally authorized underground storage tank (UST) program at the facility located at 8516 Bucyrus Court, Manassas, VA 22110 (the Facility ). The violations alleged include failure to annually test operation of the line leak detector; failure to conduct annual line tightness test or monthly monitoring of pressurized piping; and failure to conduct walkthrough inspections. Violations such as these can potentially lead to petroleum products entering the environment which can be harmful to both human health and the environment. Taking actions against such violations aligns with Pillar 1 of the Powering the Great American Comeback initiative as it addresses access to clean air, land, and water. The settlement requires Dias Concrete Company to certify that it is now in compliance with applicable UST requirements and to pay a $29,806.00 penalty. The EPA notified the Virginia Department of Environmental Quality in advance of this action, and the Department had no objections.
