Case summary

On September 15, 2025, Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative enforcement action, against Chaitnya Inc. located at 332 Douglas Drive, Damascus, Virginia 24236 (the Facility ) for alleged violations of RCRA Subtitle I and the authorized Virginia Underground Storage Tank Regulations. The alleged violations include: (1) failure to conduct release detection at least once every thirty days, (2) failure to perform walkthrough inspections at least once every thirty days, and (3) failure to annually certify tank release detection equipment. Such violations frustrate the implementation of regulatory programs designed to prevent releases of hazardous waste and substances, a goal of RCRA, and this enforcement action is in furtherance of Administrator Zeldin's Pillar 1: Clean Air, Land, and Water for Every American. The EPA notified Virginia in advance of this action, and Virginia had no objections. Per the terms of the Consent Agreement, Chaitnya Inc. will pay a $30,000 civil penalty.
