On August 18, 2025, Region 3 filed a Consent Agreement and Final Order (CAFO), simultaneously commencing and concluding an administrative enforcement action against First Stop, Inc., located in Laurel, DE (the Facility ). The CAFO was issued for alleged violations of RCRA Subtitle I and the authorized Delaware Regulations Governing Underground Storage Tanks ( DRGUST ).
