Case summary
On August 18, 2025, Region 3 filed a Consent Agreement and Final Order (CAFO), simultaneously commencing and concluding an administrative enforcement action against First Stop, Inc., located in Laurel, DE (the Facility ). The CAFO was issued for alleged violations of RCRA Subtitle I and the authorized Delaware Regulations Governing Underground Storage Tanks ( DRGUST ). The alleged violations include: (1) Failure to monitor tanks for release at least once every thirty days, (2) Failure to conduct annual line tightness testing, and (3) Failure to conduct annual test of the automatic line leak detector.
