Case summary

On June 30, 2025, the EPA, Region 3, issued a Federal Facility Compliance Agreement ( FFCA ) to the U.S. Department of Agriculture, Forest Service to correct violations of its National Pollutant Discharge Elimination System ( NPDES ) permits in the George Washington and Jefferson National Forests. The FFCA requires the development and implementation of a Corrective Action Plan ( CAP ) for the Bolar Mountain Wastewater Treatment Plant, which includes plans and a schedule for the decommission and replacement of the wastewater treatment equipment. The FFCA also requires implementation of the Order By Consent issued by the Virginia Department of Environmental Quality ( VADEQ ) for the Grindstone Recreation Area Sewage Treatment Plant, which similarly requires plans and a schedule for the decommission and replacement of the wastewater treatment equipment. The case team consulted with the EPA's Federal Facilities Compliance Office ( FFEO ) and with Virginal Department of Environmental Quality ( VADEQ ) during the development of this action.
