Case summary

On September 17, 2025, Region 3 filed a Consent Agreement and Final Order (CAFO), simultaneously commencing and concluding an administrative enforcement action against Hill MHP, LLC for the facility located in Bowling Green, VA (the Facility ) for violations of NPDES Permit VA0090689. The EPA alleged 72 effluent violations during the period of August 1, 2022, through March 31, 2023, for the following parameters: Total Suspended Solids (30), Nitrogen (21), Biological Oxygen Demand [BOD] (20), and E. coli (1). The EPA notified the Virginia Department of Environmental Quality ( VADEQ ) in advance of this action, and no objections were received. Per the terms of the Consent Agreement, Hill MHP, LLC will pay a $24,127.00 civil penalty, which was based on an analysis of its ability to pay.
