Case summary
On May 5, 2026, Region 3 filed a Modified Administrative Order on Consent (Modified AOC) entered into with the City of Carbondale, Pennsylvania (Respondent), to address the City's discharges without a permit from its Small Municipal Separate Storm Sewer System (MS4) in Pennsylvania. Under the terms of the Modified AOC, the Respondent agreed to develop an approvable Pollutant Reduction Plan (PRP) in order to obtain an NPDES individual permit for its discharges. The EPA consulted with the Pennsylvania Department of Environmental Protection when drafting this Modified AOC. This action supports the Administration's Powering the Great American Comeback initiative Pillar 1: Clean Air, Land, and Water for Every American.
