Case summary

On June 3, 2025, Region 3 filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative enforcement action, against Carpenter Technology Corporation for violations of RCRA C and the Pennsylvania federally authorized hazardous waste program at the stainless steel and specialty alloys manufacturing facility located at 101 West Bern Street, Reading, Pennsylvania 19601 (the Facility ). The violations alleged include operating without a permit or interim status; failure to make hazardous waste determinations; failure to keep a container of hazardous waste closed during storage; and failure to maintain and operate the Facility. Violations such as these can potentially lead to hazardous waste entering the environment which can be harmful to both human health and the environment. Taking action against such violations aligns with Pillar 1 of the Powering the Great American Comeback initiative as it addresses access to clean air, land, and water. The settlement required Carpenter Technology Corporation to certify that it is now in compliance with applicable hazardous waste requirements and to pay a $27,200.00 penalty. The EPA notified the Pennsylvania Department of Environmental Protection in advance of this action, and the Department had no objections.
