Case summary
On March 11, 2025, EPA Region 3 filed an Expedited Settlement Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Adams Place Warehouse located at 2000 Adams Place NE, Washington, DC 20018 ( Facility ) for violations of the Resource Conservation and Recovery Act ( RCRA ) and the authorized District of Columbia Hazardous Waste Management Regulations, discovered during EPA's compliance evaluation inspection of the Facility on February 7, 2023. RCRA gives EPA the authority to control hazardous waste from the cradle-to-grave. This includes the generation, transportation, treatment, storage and disposal of hazardous waste. The Adams Place Warehouse is owned and operated by the DC government by it?s Department of General Services. This facility provides services for the DC government administrative buildings and public schools including: groundskeeping, electrical services, housekeeping, welding, painting, warehouse storage, plumbing and carpentry. Hazardous waste is generated through its maintenance activities. The violations in the settlement include failure to make a hazardous waste determination and failure to properly dispose of universal waste lamps. Region 3 notified DOEE, which had no objections to this action. Per the terms of the Expediated Settlement Agreement, DC's Department of General Services will pay a civil penalty in the amount of $2,500.00.
