On November 22, 2023, EPA Region 3 issued an Administrative Order on Consent ( AOC ) to Felman Production LLC, a ferroalloy manufacturing facility, to address industrial wastewater NPDES permit violations at its facility located at 4442 Graham Station Road, Letart, West Virginia 25253 (the Facility ). The cited violation is for 81 effluent exceedances. Felman agreed to propose a corrective action plan which will achieve compliance milestones within the timeframes outlined in the AOC. The Facility is not in an area of EJ concern. None of the supplemental EJ Indexes are at-or-above the 90th percentile in the nation or in the state for the area. EPA has consulted with West Virginia Department of Environmental Protection during the development of this action.
