Case summary
On February 23, 2023, EPA, Region III issued an Administrative Order on Consent ( AOC ) to North Middleton Township ( Township ) requiring it to address municipal stormwater NPDES permit violations at its Municipal Separate Storm Sewer System ( MS4 ) facility located at 2051 Spring Road, Carlisle, Pennsylvania 17013 (the Facility ). The cited violations include (1) discharge of non-stormwater discharges and (2) failure to maintain pollution prevention and good housekeeping for municipal operations. The Township agreed to propose a corrective action plan which will achieve compliance milestones within the timeframes outlined in the AOC. The Township is not in an area of EJ concern. None of the primary EJ Indexes are at-or-above the 80th percentile in the nation or in the state for the area. EPA has consulted with PADEP during the development of this action.
