On October 20, Region 3 issued a Notice of Refusal of Admission (NORA) to the U.S. Customs and Border Protection to refuse admission of a misbranded pesticide device imported by Dolphin Agencies, Inc. through the UPS Hub in Philadelphia, PA. The pesticide device was an UV light intended to disinfect water on cruise ships, and was not labelled in accordance with FIFRA regulations. The importer has the option to export or destroy the device and they will be required to provide documentation to EPA. The Pennsylvania Department of Agriculture was copied on the NORA, and FIFRA misbranding violations are exempt from EJ screen.
