Case summary
On September 27, 2022, Region III entered into a Consent Agreement with, and issued a Final Order to, Baltimore County ( Respondent ) to settle violations of RCRA Subtitle C pertaining to the Baltimore County Police Department. Respondent operates a firing range facility at the Baltimore County Police Department location in Timonium, MD, that utilizes bullet casings which contain lead. Alleged violations include: operation of a hazardous waste management facility without a permit or interim status, failure to provide hazardous waste management training, failure to provide hazardous waste responsibilities in written job descriptions, and failure to have a hazardous waste contingency plan. The Consent Agreement and Final Order, which both initiated and resolved the matter, required the Respondent to take certain compliance actions and to certify, with the exception of certain compliance actions that are in progress, that it is now in compliance and to pay a $15,800 penalty. The Maryland Department of the Environment was notified about this action and had no objections. The facility is not in an area of identified EJ concern.
