Case summary

On March 31, 2022, Region 3 entered into a RCRA 3008(h) Administrative Order on Consent (AOC) with Pennzoil-Quaker State Company dba SOPUS Products (Respondent) for the Quaker State Corporation, Congo Refinery, now known as the Ergo Refinery (Facility). The AOC provides, among other things, that Respondent submit a Corrective Measures Implementation Workplan implementing EPA's Final Remedy, which includes a Groundwater Monitoring Plan and an Institutional Control Implementation and Assurance Plan. The AOC also requires Respondent to establish financial assurance for the benefit of EPA.
