Case summary

On March 30, 2022, Region 3 entered into a Consent Agreement with, and issued a Final Order to, ANRO, Inc., (ANRO) settling violations of RCRA Subtitle C at the company's commercial printing and marketing facility in West Chester, Pennsylvania (Facility). In the Consent Agreement, EPA alleges that ANRO failed to comply with hazardous waste management regulations as a result of failures to: a) ensure containers of hazardous waste were properly and clearly marked and labeled; b) ensure each container of hazardous waste was closed, except for period of time when waste is being added to or removed from such container; c) provide required annual hazardous waste training; d) failure to maintain specific documentation relating to scope of required hazardous waste management training; e) maintain a complete and accurate Preparedness, Prevention and Contingency Plan; and f) submit a required Biennial Report relating to hazardous waste management at the Facility for calendar year 2017 on or before the deadline of March 1, 2018. Through the administrative settlement agreement, ANRO has agreed to pay a civil penalty of $30,080. Based upon an analysis of EJ Screen assessment data, Region III has determined that the Facility is not located in area where one or more of the eleven Primary EJ Indexes is at or above the 80th percentile in the nation. The Pennsylvania Department of Environmental Protection was notified of EPA?s penalty action. This administrative enforcement action provides an incentive for ANRO, as well as similarly situated companies, to properly manage hazardous waste at their respective facilities.
