On On June 25, 2021, the Regional Judicial Officer executed a Final Order ratifying the Consent Agreement entered into by the Director of ECAD and Lehigh Cement Company, LLC ( Respondent ) for violations of NPDES Industrial Stormwater Permit, NPDES Permit No. MD0000779. Respondent's ready-mix cement manufacturing facility is located at 675 Quaker Hill Road, Union Bridge, Maryland (the Facility ) and discharges storm water from a point source to Sam's Creek, which flows into Monocacy River. Under the terms of the Consent Agreement and Final Order, Respondent will pay a civil penalty of $25,000.00. Previously, EPA issued an Administrative Order on Consent, where Respondent agreed to perform a monthly stormwater inspection protocol at the Facility and conduct annual stormwater NPDES Compliance Audits. EPA has coordinated with Maryland Department of the Environment throughout the enforcement process. This Consent Agreement and Final Order initiates and concludes this penalty action.
