Case summary
On May 12, 2021, the Director of ECAD, Region 3, entered into an AOC with Lehigh Cement Company LLC. ( Respondent ) for violations of its National Pollutant Discharge Elimination System ( NPDES ) Industrial Stormwater Permit, NPDES Permit No. MD0000779, associated with industrial activities ( the Permit ). Respondent is the owner and/or operator of a site known as Union Bridge Plant located at 675 Quaker Hill Road, Union Bridge, Maryland, Maryland (the Facility ) where Respondent manufactures and processes concrete raw materials. Respondent has agreed to perform a monthly stormwater inspection protocol at the Facility and conduct annual stormwater NPDES Compliance Audits. EPA has coordinated with MDE throughout the enforcement process.
