EPA v. PITTSBURGH, CITY OF AND PITTSBURGH WATER AND SEWER AUTHORITY (PWSA STORM SEWER SYSTEM)

Case summary

On January 26, 2021, Region III entered into an Administrative Order on Consent ( AOC ) with the City of Pittsburgh and Pittsburgh Water and Sewer Authority ( PWSA ) (as Permittees ) which requires the Permittees to correct violations of their NPDES Municipal Separate Storm Sewer System ( MS4 ) Permit. These violations include the failure to implement inspections and enforcement procedures for construction site erosion and sediment control measures, and for post-construction stormwater management best management practices ( BMPs ). Under this AOC, the City of Pittsburgh and PWSA will be required to comply with a schedule of activities to ensure full compliance with these requirements by March 31, 2022 and to submit quarterly progress reports to EPA.
