Case summary
On April 6, 2021, Region 3 entered into an Administrative Order on Consent with Overhead Door Corporation ( Overhead Door ) based in Lewiston, PA, for violations of pretreatment standards and regulations. Overhead Door produces components of commercial overhead rolling doors and pretreats and discharges process wastewater generated by its powder coat line process to the Granville Township POTW. The facility is subject to Metal Finishing Category Pretreatment Standards for Existing Sources at 40 C.F.R. 433.15. Overhead Door's facility has experienced chronic zinc effluent exceedances dating back to December 2016. The facility also had lapses in sampling, reporting, and notifying EPA of exceedances. As a part of the Order, Overhead Door will evaluate the cause of the zinc excedances and develop a Corrective Action Plan to address them, and develop a Standard Operating Procedure to assist the facility in complying with the sampling and reporting procedures established in the pretreatment regulations. Pennsylvania does not have an approved NPDES pretreatment program, and Granville Township POTW does not have an approved POTW pretreatment program, so EPA is both the Approval Authority and Control Authority. The Pennsylvania Department of Environmental Protection was informed of this enforcement matter.
