Case summary
On December 7, 2020, the Director of ECAD, Region 3, entered into an AOC with Centre Concrete Company ( Respondent ) for violations of NPDES Industrial Stormwater Permit, NPDES Permit No. PAS144813. Respondent's ready-mix cement manufacturing facility is located at 2280 E. College Avenue, State College, Pennsylvania (the Facility ) and discharges into an unnamed tributary to Spring Creek. Under this AOC, Respondent will be required to conduct stormwater inspections on a monthly basis and after every precipitation event exceeding 0.25 inches of rainfall during a 24-hour period for a period of 24 months. EPA has coordinated with PADEP North Central Regional Office ( NCRO ) throughout the enforcement process.
