Case summary
September 29, 2020 EPA Region III filed a Consent Agreement and Final Order, simultaneously commencing and concluding an administrative action proceeding against Clean Harbors Laurel, LLC ( CHL ), of 3527 Whiskey Bottom Road, Laurel, MD 20724, for four alleged violations of their RCRA Hazardous Waste Permit and one alleged violation of the authorized Maryland Hazardous Waste Management Regulations ( COMAR ). CHL is a hazardous waste collection and transfer facility. The alleged violations were identified during a December 13, 2017 inspection and included the following violations of the Permit: (1) failure to complete and maintain the record of transfer facility tracking logs operating; (2) failure to perform and record daily and weekly inspections at the Facility; (3) failure to update the facility contingency plan; (4) failure to prepare accurate hazardous waste manifests as required by COMAR. Per the terms of the Consent Agreement, Respondent will pay a civil penalty in the amount of $4,950.00.
