EPA conducted an inspection of the facility on September 19, 2019 and discovered that the facility failed to prepare an adequate Spill Prevention, Control, and Countermeasures (SPCC) Plan, failed to amend the SPCC Plan following material changes at the site, failed to provide all bulk storage tanks with adequate secondary containment, and failed to have bulk storage tanks tested for integrity in accordance with applicable industry standards. The respondent has agreed to pay a cash penalty of $1,844 to settle the matter. VDEQ was informed of this action and raised no objections.
