Case summary

On July 28, 2020, EPA Region III filed a signed Consent Agreement and Final Order resolving alleged violations of the CWA by South Capitol Bridgebuilders ( Respondent ). EPA alleged that the Respondent violated the applicable construction stormwater permit at the site known as South Capitol Street Corridor Phase 1/ Frederick Douglass Memorial Bridge ( Site ), located at South Capitol Street, Washington, DC. The alleged violations consisted primarily of failing to properly maintain and/or install best management practices required by the facility's stormwater pollution prevention plan and the CWA permit. EPA notified the District of Columbia about this action. The Respondent will pay $10,000 in penalties under the Consent Agreement and Final Order. This Consent Agreement and Final Order initiates and concludes this penalty action.
