On November 19, 2019, an authorized representative of the EPA conducted an inspection of the US Amines Portsmouth Plant located at 3230 West Norfolk Road, Portsmouth, VA to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act. EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically, the owner or operator failed to provide information pertaining to equipment in the process for design codes and standards [68.65(d)(1)(vi)] for lack of pipe identification scheme and failed to document that equipment complies with recognized and generally accepted good engineering practices [68.65(d)(2)] for not properly labeling process piping and tanks in accordance with industry standards.
