Case summary

On September 29, 2020, EPA Region III filed a signed Administrative Order for Compliance on Consent negotiated with Shenandoah Municipal Sewer Authority (SMSA). The Order addresses violations of SMSA's NPDES Permit No. PA0070386 and directs SMSA to, among other things, submit a plan to come into compliance with the effluent limitations set forth in its NPDES Permit, employ a certified operator, conduct appropriate monitoring and sampling, ensure treatment equipment is operational, and take timely steps with respect to construction of a new wastewater treatment plant. The AOCC was negotiated in cooperation with the Pennsylvania Department of Environmental Protection.
