Case summary

On March 25, 2020, Region III issued an Administrative Compliance Order on Consent (AOC) to Roubin & Janeiro, Inc. (the Company) addressing violations of a NPDES Multi-Sector General Permit for Stormwater Discharges Associated with Industrial Activity (the Permit) based upon a March 2018 EPA inspection and documents submitted to EPA subsequent thereto. The Permit regulates stormwater discharges from the Company's facility located at 4901 Shepard Parkway, SW, Washington, DC, to the Anacostia River. Violations identified in the AOC include failure to: 1) to prepare a SWPPP site map properly, 2) perform good housekeeping measures to minimize pollutant discharges; 3) minimize exposure of material storage areas; 4) minimize potential for leaks, spills, and other releases; and 5) minimize off-site tracking. The AOC also orders the Company to undertake numerous tasks to achieve compliance with the Permit, including construction and implementation of additional stormwater controls, updating the site map, updating site inspection schedules and processes, and updating the required Stormwater Pollution Prevention Plan.
