On November 1, 2018, an authorized representative of the EPA co11ducted an inspection of the Clean Harbors, Inc. facility located at 1910 Russell Street in Baltimore, MD, to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act (the Act or CAA). EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically, the Respondent failed to: (1) compile and maintain up-to-date information on the regulated substances, process and equipment; (2) conduct a comprehensive process hazard review; (3) update the hazard review every 5 years: and, (4) Correct emergency contact information within 30 days of a change.
