On October 18, 2018, an authorized representative of the EPA conducted an inspection of the Wilkens Rogers, Inc. facility located at 19 N. Market Street, in Mount Joy, PA (Wilkens Rogers Mount Joy) to determine compliance with the Risk Management Plan (RMP) regulations promulgated at 40 C.F.R. Part 68 under Section 112(r) of the Clean Air Act. EPA found that the Respondent had violated regulations implementing Section 112(r) of the Act, specifically, the facility failed to: (1) document that equipment complied with recognized and generally accepted good engineering practices per 68.65(d)(2). It was found that ventilation in the chlorine gas room was not designed to adequately remove vapors and the chlorine piping was not properly labeled; (2) annually certify operating procedures per 68.69(c): (3) document operator per ?68.71(c); and (4) certify compliance audit every three years 68.79(a);
