Case summary
On May 17, 2018, EPA, Region III, filed a Consent Agreement and Final Order simultaneously commencing and settling an administrative action alleging certain violations of the Renovate, Repair and Painting (RRP) Rule by Crocker & Little Properties, Inc. (Respondent) with respect to Respondent?s renovations of pre-1978 housing (Target Housing) in Frederick, Maryland. The RRP Rule, implemented directly by EPA, promotes public health (of children in particular) by requiring certification of Target Housing renovators, education of occupants and owners about lead-based paint risks, and use of lead-safe renovation work practices. Respondent allegedly failed to: (1) obtain renovator firm certification; (2) notify each affected unit in writing and make available EPA?s ?Renovate Right: Important Lead Hazard Information for Families, Child Care Providers and Schools? pamphlet; (3) post lead work warning signs; (4) properly store waste; and (5) retain records. Under the terms of the CAFO, Respondent will pay a penalty of $15,779. The State of Maryland was notified of this matter in 2015 and 2017.
